The robots.txt and meta tag protocols pre-date Google and were around in the days when Alta Vista was king. They've folded the "public removal tool", which has been around for several years, into "webmaster tools". It works still works the same way, i.e. by reminding GoogleBot to check the robots.txt for an update and the page for exclusion meta tags. All they’ve done is consolidate pre-existing tools.
