The real point was that users who live on the fringe of the coverage area of an existing site should be able to ‘relocate’ the centre of coverage to their location. They should no longer feel ‘on the edge’ but full participants in the community

What Bury St Edmunds and Wisbech? Which is all fine, but are they actually going to staff these new areas with full-time reporters or they going to try and ‘take’ IP14 with UGC?
