Could new government database compromise journalists’ sources?

In a development which could have worrying implications for the confidentiality of journalists’ sources a government database is proposed which would record details of all UK phone calls, emails and use of the internet, The Times reports.
The paper says that the proposals could be in November’s Queen’s Speech.
