Ofcom chief executive: BBC scared of PSB debate

Ofcom chief executive Ed Richards has hinted that the BBC is “scared” about what will happen to the switchover surplus - the part of the licence fee used to promote digital TV, which has been identified as a possible source of funding for other public service broadcasters after 2012.
Speaking to the Financial Times in Brussels, Richards said: “Of course there are some good arguments against using the switchover surplus, as there are with the other options, but we must not be scared to have this debate. A number of people seem to be scared to have this debate.”
