Sir Bob Phillis dies, aged 64

Sir Bob Phillis, former deputy director general of the BBC and chief executive of the Guardian Media Group, died today at the age of 64, reports the BBC.

Phillis, who also worked as chief executive of ITN and was president of the Royal Television Society, passed away this morning after suffering from cancer. Phillis left ITN to join the BBC in 1993. He then left to work for the Guardian in 1997, retiring in 2006 after being diagnosed with early-stage bone marrow cancer.

“Bob worked tirelessly for Guardian Media Group, full of experience, good humour, determination and a steady flow of wisdom,” said Alan Rusbridger, the Guardian’s editor-in-chief.

“He was widely liked and respected and succeeded both in focusing GMG on its core purpose and skillfully diversifying its portfolio. The Guardian has lost a good friend.”

Mark Thompson, the BBC’s director general, said: “Bob Phillis made an enormous contribution to British media, in particular at the Guardian Media Group, commercial television and at the BBC. He will be remembered as an inspirational leader but also as a warm-hearted, loyal, friend and colleague. We will miss him enormously.”

Phillis was also president of the Royal Television Society, at whose convention in Cambridge in September he was warmly applauded by fellow delegates aware of his struggle with ill health.

Economist targets Facebook and Twitter users

.The Economist is hoping to attract 500,000 fans on Facebook and 750,000 followers on Twitter in the next six months, reports the Financial Times.

Following in the footsteps of braodcasters such as Sky and ITV, as well as publishers like The Guardian and New York Times, The Economist is looking to online social media to bring in new readers and increased web traffic, by offering users the opportunity to post comments on the site through their Facebook pages.

Ben Edwards, publisher of Economist.com, told the FT: “We have a mission online of being the foremost destination for global discussion and debate, which is a social proposition.” The site, which currently has 180,000 Facebook fans, intends to acquire new readers and develop “a deeper sense of engagement” with existing ones.

The changes are expected to be introduced within four months.

Lord Heseltine sends positive farewell message to staff

Local newspapers being “driven out of business” by councils

Local newspapers risk being “driven out of business” by the rise of council funded publications, the  Conservative shadow local government secretary has told Publicservice.co.uk.

Councils should be required to review their own publications to check they are not “going beyond their remit,” said  Caroline Spelman, adding: “At one time, literature from the town hall was confined to updates about bin collections over Christmas or changes to library opening times – now they have evolved into fully fledged newspapers.”

Local Government Association chief executive John Ransford said that “local newspapers have abandoned reporting of local political situations”, but added: “It’s important that there is a vibrant local media and so I think it is important that councils have talks with the local press to see if arrangements can be reached.”

An Early Day Motion, proposed by Paul Burstow MP on 9 December, calls on the Competition Commission and Audit Commission to review the impact of the growth of local authority funded-newspapers on the local media market and free speech.

So far 41 MPs have signed the motion, which also outlines concern over the closure of 100 local newspapers across the UK in 2009, saying: “local newspapers have a long track record of serving and being at the heart of their communities, and are widely acknowledged as the most trusted of all media.”

This follows an recently proposed investigation by the NUJ to see how councils could fund struggling regional newspapers.

Newspaper “story link tax” referred to copyright tribunal

The news clipping service Meltwater has referred the Newspaper Licensing Agency to the UK’s Copyright Tribunal over its proposed “story link tax”, Paid Content reports.

It is a move that would force online news clippings agencies to pay for providing links to newspaper stories from 1 January.

The NLA claims the move will regulate companies that profit from selling links, stating: “This is not about links: it is about profiting from someone else’s intellectual property without paying your fair share of the cost.”

Norway-based Meltwater Group CEO Jorn Lysegge says “This fee is not only unjust and unreasonable, it is contrary to the very spirit of the internet.”

In a statement on the Meltwater website Francis Ingham, director general of the Public Relations Consultants Association, said: “This is an absurd tax which we believe has no legal justification. We are delighted Meltwater is taking a stand against the NLA and will examine whether we can intervene to strengthen their case in the interest of our members. It is ludicrous for organisations to need a licence to receive links to coverage that is freely available to view online.”

The UK Copyright Tribunal has not yet announced if they will call a hearing.
